重掌阿富汗政權的武裝組織塔利班盼與德國建立外交關係並尋求金援，不過稍早前德國已表示無意承認塔利班政權。

    「週日世界報」（Welt am Sonntag）今天報導，塔利班（Taliban）發言人穆賈希德（Zabiullah Mudschahid）受訪時表示，有意與德國建立「強大和正式的外交關係」，期盼德國給予人道援助，與阿富汗進行醫療、農業和教育的合作。

    穆賈希德對德國參與美國領導的阿富汗戰爭表示遺憾，不過，他說，塔利班已經原諒德國。

    德國外長馬斯（Heiko Maas）數日前表示，只要政治上可行、安全也無虞，德國將在阿富汗首都喀布爾（Kabul）重啟大使館。他強調，成立外交代表機構不代表承認塔利班政權。

    為協助德國公民和曾為德國工作的阿富汗人出境，德國在塔利班重掌政權後，一直與塔利班保持對話。

    總理梅克爾（Angela Merkel）今天重申，為協助曾經為德國工作、自認身陷險境的阿富汗人離境，讓救援組織繼續幫助受苦的平民，有必要與塔利班對話。

    歐盟27成員國外長3日開會討論阿富汗局勢，會後歐盟外交和安全政策高級代表波瑞爾（Josep Borrell）表示，歐盟與阿富汗新政府接觸的前提是不得向其他國家輸出恐怖主義、以及尊重人權、法治和新聞自由。

After regaining regime of Afghanistan, Taliban seeks diplomatic ties with Germany and looking forward to potential financial aid. However, Germany has earlier announced that it has no intention to reconize the regime of Taliban.

Welt am Sonntag today reports, spokesperson of Taliban Zabiullah Mudschahid said Taliban is looking forward to buliding firm and official diplomatic relations with Germany, providing humanitarian assistance , and cooperating in medical treatment, agriculture and education.

Although Zabiullah Mudschahid expressed disappointment over Germany's participation in the U.S.-led war in Afghanistan, Taliban has forgiven Germany.

A few days ago, German Foreign Minister Heiko Maas addressed "if it's politically possible and the security situation allows it." Germany will reopen the German Embassy in Kabul. He ; however, emphasizes reopening the German Embassy

does NOT mean Germany reconizes the regime of Taliban. It is simply to help citizen of Germany and citizen of Afghan who worked for Germany flying out of boarder. Germany still keeps communicating with Taliban after it regain its power in Afghanistan.

German Prime Minister Angela Merkel reclaimed that it is neccessary to have a conversation with Taliban in order to let rescue organization continue help people who is in need ,and to aid the people who used to work for Germany and self-confessed to be in danger to depart Afghanistan. Josep Borrell, High Representative of the European Union for Foreign Affairs and Security Policy / Vice-President of the European Commission addressed the possibilities for the EU to interact with the new government of Afghanistan are not to spread of terrorism to other countries, and to respect human rights, the rule of law, and freedom of the press.
